simply untrue. info-tex had just as many unanswered queries

not at all. speaking for myself, I will devote a lot of energy to
questions _within the right environment_. If I am reading tex-k, I am
not in the mode of answering basic questions. Kung Jui Lee is not to
blame for raising queries, as tex-k is mentioned when you say eg "tex --help"

    Email bug reports to tex-k@mail.tug.org.

and most people don't distinguish bug reports from questions.

of course the real problem is the ever decreasing number of TeX users!
