[tex-k] Dvipdfmx may be have a bug? Encrypted pdf does not use the specified owner password

*Did not use the owner password "abc" to encrypt the pdf, but the user
   password "xyz" by setting. I tried using the command line mode, but the
   problem remains the same。 *
