I confirmed that the example worked correctly on Windows by adding
xputenv("TEXMF_OUTPUT_DIRECTORY", "") in mktexpk.c to disable
--output-directory option in METAFONT passed on from a parent, in this
case pdftex, program.
I updated mktexpk.exe and mktextfm.exe for Windows in TeX Live 2024.
