Ok, I can do it like that. I thought it was a mistake since one
win32-only arch dependency is aleady present within tlpkg:
$ grep "^depend\ .*win32$" texlive.tlpdb
depend bin-wintools.win32
and there is only all arches present when there is depend <name>.ARCH
in tlpkg.
