Why this dependency isn't recorded in `texlive.tlpdb', then?

It seems that the `xcolor', as a dependency of `beamer', would
fit the following definition quite well:

Recommends
This declares a strong, but not absolute, dependency.
The Recommends field should list packages that would be found
together with this one in all but unusual installations.
