It does in this case. Ligatures are characters and if you can loose
a char by character shifting it is naturally also possible that a
ligature is affected. The ff-ligature is (in the kpfonts) in font
jkpmne at position '013. You only need to run nfssfont to generate a
table for this font and compare the result of dvips -G1 with dvips
-G0 to see that most of the chars in the first two lines are
missing. The ffi is also affected, while fi (which is not in the
problematic region) works fine.
