[tex-live] File not found within $TEXMFLOCAL under Windows

Did you read TeX Live documentation, especially this section
http://tug.org/texlive/doc/texlive-en/texlive-en.html#x1-360003.4.6
?
I put it simply: placing anything under either $TEXMFHOME or $TEXMFLOCAL
doesn't mean that engines (pdftex, xetex, luatex) will find them, even
if you think they should. You have to follow TDS (TeX Directory
Structure, http://tug.org/tds/tds.html). In your case you should place
file `createspace.sty' in folder
$TEXMFHOME/texmf/tex/latex/joel
so full path to the file will be
$TEXMFHOME/texmf/tex/latex/joel/createspace.sty
Try this and only if this doesn't work it worth to report to this ML.
