  Why would it be?  It’s not uncommon for packages to be installed
manually and uploaded to CTAN only later, for example so that the
package would end up in TeX Live.  The time lapse is in this case
admittedly rather long, but it’s unheard of either.

  In any case, there really are code repositories on both SourceForge
and Google Code (two further signs that the package really is that old),
so it seems like someone decided it was time to add the package to CTAN
-- probably the author himself.
