TL2024 from .iso fail under cygwin (win11 pro)

Thus my suggestion to set

  PATH=/usr/local/bin:/usr/bin:/bin

when installing on Cygwin.  With "blacklisting" you probably mean to
treat some Windows binaries special.  But I don't see any good reason
to have Windows directories in PATH at all.

With this setup all error messages refer to Cygwin binaries.

And sorry for the late response.  I just came back from BachoTeX
today.
