Hmm, it seems the multiplexer does not work for you.
Can you please try providing a mirror directly by choosing one from
	https://ctan.org/mirrors
(which seems to be dead at the moment, though ... :-( and passing it to
install-tl with
	--repo <YOUR SELECTED MIRROR SERVER>
