This MWE

\documentclass[12pt]{book}% 
\usepackage{amsmath}
\usepackage{longtable}
\usepackage{xcolor,colortbl}
\arrayrulecolor{black}
\begin{document}
\begin{longtable}[t]{|c|c|}\hline\endfirsthead
x
&
y
\\\hline
\end{longtable}
\end{document}

When compiled to HTML using make4ht or htlatex, does not produce the top and
bottom rules for the table. Only the vertical rules are shown. In pdf, it
works OK. All rules are shown. Any color produces same problem.
