This works OK in Latex but not in texh4t

\documentclass{article} % or some other suitable document class

\section{unable to type ">"}

Using make4ht foo.tex or using any other variation. It gives in HTML the
inverted question mark.

Here is the HTML generated

<!DOCTYPE html>
<html xml:lang='en-US' lang='en-US'>
<meta charset='utf-8' />
<meta content='TeX4ht (https://tug.org/tex4ht/)' name='generator' />
<meta content='width=device-width,initial-scale=1' name='viewport' />
<link type='text/css' rel='stylesheet' href='foo4.css' />
<meta content='foo4.tex' name='src' />
   <h3 class='sectionHead'><span class='titlemark'>1   </span> <a
id='x1-10001'></a>unable to type ”¿”</h3>
<!-- l. 5 --><p class='noindent'>why?

Is there a workaround to this?

I can't use \verb|| in section titles, due to other problem this will cause.

Using TL 2020
