why so much trouble, doesn't
\documentclass{article}
\begin{document}
\begin{tabular}[t]{c}
1\\
2\\
3\\
\end{tabular}
\begin{tabular}[t]{c}
1\\
\end{tabular}
\end{document}
do what you need?
