Packaging make and luarocks into texlive package

Hello,

I am currently using latex with make to compile my document, because then I
can process external files and export the images as pdf and using it in
latex, so I don't have to do the export step every time I modify the
original diagram.

Currently on windows it is a pain to install make with chocolatey and
therefore I would like to ask if it is possible to include make into the
texlive package on windows?

The same for lua: currently lua is included in the package. It would be
nice to have also luarocks (https://luarocks.org/) in the package, so the
tools must not be installed in a second step.

I did not find any automated packaging where I can have a look into if it
is possible to integrate
