Packaging make and luarocks into texlive package

Hi Karl,
I understand that TL is not an operating system but a bundle containing
executables to build latex documents.
Perhabs not, make on windows cannot just be downloaded.
Will the texlive package bundled automatically or it is a package created
by somebody manually? If automatically I can create a bundle for my company
with make included.
