[tldoc] Update Request for texlive-zh-cn Document on TUG Website

Hello anyone concerned,

As you may know, the 2024 version of the texlive-zh-cn documentation has been included in the TeX Live distribution. However, I noticed that the TUG website still provides the outdated 2020 version at https://tug.org/texlive/doc/texlive-zh-cn/texlive-zh-cn.pdf.
Could we arrange to update the texlive-zh-cn.pdf file on the website to the latest version? If there is anything I can do to assist with this update, please let me know.
