Well, concerning lw35nfss, as these will be the reference vf/tfm's
available for download on CTAN they should be as widely
compatible/portable  as TeX is, no?

Having documented (optionnal?) support for dotless j's in the tools would be nice
though.

PS I personnally agree with the idea that  inexistant charachters
should be really inexistant. The only thing this could break is font
tables, isn't it?
