I agree, and sure enough it seems like this.
Still, considering:
- my not so short tenure as TL maintainer not having seen something like
  this
- a recent discussion on cyrillic not working in luatex
made me surprised.
Also, I would at least change the readme and update the version number
before uploading to CTAN, but then, it is not my piece of cake ;-)

Last but not least, I am sure that there is no conspiracy theory needed ;-)
