  Then you haven’t been paying attention :-D  I happen to know, because
of the modest role I played in dismantling an actual conspiracy theory,
that unicode-math was added to CTAN four years after its initial public
release: https://ctan.org/ctan-ann/id/mailman.1620.1275576440.2324.ctan-ann@dante.de
Of course, it was made to support cutting-edge functionality back then,
and four years is less than ten, but it doesn’t surprise me that a
package using very *old* functionality would stay aloof of CTAN that
long without an update, for the opposite reason: no changes are needed
to the code.

  Then that’s all the more reason to upload an old-fashioned package to
CTAN.  (Although I, too, am suspicious of a claim like “cyrillic not
working in LuaTeX”, but we can’t force people to fix their system.)
