TL 2024 cannot be installed on some Windows computers

The file archive/tlperl.windows.r69939.tar.xz that can be found when the
texlive2024.iso is mounted has the same checksum.

I couldn't just uncompress this file on Windows: even `tar -xf`
uncompress and extract, and the intermediate file
tlperl.windows.r69939.tar isn't available.
