It just so happens that I have a copy of texlive2024.iso on my primary Windows 7 machine, and on mounting it as my W: drive I see under "archive" the file "tlperl.windows.r69939.tar.xz".  Being a Windows user, I accept the default "open" action, which is to open it using "WinRAR", and WinRAR shews me that it contains a top-level directory "tlpkg".  I can then extract "tlpkg" and all of its contents to a temporary directory, and no problems are encountered.  This suggests to me, Denis, that your "tar" program may be the source of your problem.
