TL 2024 cannot be installed on some Windows computers

The inability to uncompress the .tar.xz file says that the xz and unxz
utilities are not installed

Modern tar implementations automatically recognize various compression
methods (from magic byte signatures at the start of the compressed
data), including bzip2, gzip, lzip, and xz (extensions *.bz2, *.gz,
*.lz, and *.xz).

Once tar has recognized the compression algorithm, it simply invokes
the decompression companion as an external program, and reads its
uncompressed output.
