font installation again

I have created boh the  tfm  snf pfb  files using the  otftotfn  program
within   /usr/local/texlive/2023/bin.     Unfortunately,   some characters
seem to be missing.  in tfm  and  pfb .

I an using the font  Metric-Bold from  klim.co.nz.   their webpage shows
umlatted A, O, U  along with a, o, & u.   I need these as tex does not
create umlated characters using the command \"  with this font created
as mentioned above.  It shows many other characters that are missing
as well.   I will attach a view of the 256 characters I get with  otftotfm.

Is  the program  otftotfm  the guilty party here or did I miss something?
