TL 2024 cannot be installed on some Windows computers

Hi,

today, a student of mine couldn't succeed to install TL 2024 on her
Windows (11 I guess) computer. She has the administrator rights on it
and below is the message displayed in the MS-DOS CLI (run as admin) where
the install was run with:

and the default settings were not changed.
